Allen, the supreme allied commander in Afghanistan, the nervous-but-earnest young lieutenant cast his platoon’s task for the day in the grand terms of counterinsurgency strategy — the American military’s wartime playbook for the past several years. NATO plans apology for civilian deaths in Afghanistan airstrike

KABUL — NATO airstrikes killed Afghan civilians in two provinces, local officials reported Monday, and the U.S.-led coalition said it plans an apology in one of the incidents.
