A move by Congress may allow members of the board that oversees Reagan National and Dulles International airports to be removed by their appointing bodies and increase the size of the panel, which is supervising the construction of the Metrorail extension to Loudoun County . Rep. Frank R. Wolf (R-Va.) has pushed for legislation that would expand the board of the Metropolitan Washington Airports Authority from 13 to 17. Under his plan, Virginia would get two new appointments and Maryland and the District would each get one additional member. Read full article > >

For months, a bitter debate engulfed Northern Virginia over where to build a new Metro station at Dulles International Airport, part of the second phase of a 23-mile rail line intended to stretch into Loudoun County . Two months after a decision to place the stop above ground and save hundreds of millions of dollars, there is still no definitive plan for paying for and building the project. Representatives from local jurisdictions, Virginia and the U.S. Transportation Department, plus top executives from the airports authority and Metro, are still trying to hammer out an agreement. Federal and local officials tightened security Friday in New York and Washington as investigators probed a possible al-Qaeda plot to detonate a vehicle-borne bomb around Sunday’s 10th anniversary of the Sept. 11 terrorist attacks. After U.S. officials received word of what they called a credible but unconfirmed threat to use a car bomb in New York or Washington, police and other law enforcement agents in the two cities stepped up checks of bridges, tunnels, airports, bus and rail terminals and other sites. In New York, police set up vehicle checkpoints, swept parking garages for bombs, towed illegally parked cars and posted officers with helmets, bulletproof vests and assault rifles at train and subway stations. In Washington, Police Chief Cathy L. Lanier put officers on 12-hour shifts indefinitely in accordance with a plan that Mayor Vincent C. Gray (D) said she has been working on for eight months.
