Two months after a decision to place the stop above ground and save hundreds of millions of dollars, there is still no definitive plan for paying for and building the project. Obama jobs plan: Economists give good reviews but say more needed on mortgage debt

President Obama’s $447 billion jobs plan got generally good reviews from economists on Friday, though several noted one glaring omission: The plan does not include a comprehensive way to address mortgage debt, which many see as the central drag on the U.S. economy. Before a joint session of Congress on Thursday night, Obama called on lawmakers to immediately pass his jobs package, which includes tax cuts for workers and employers and direct spending on schools, roads, airports and railways, among several other initiatives. N.Y., Washington tighten security amid probe of bomb threat

Federal and local officials tightened security Friday in New York and Washington as investigators probed a possible al-Qaeda plot to detonate a vehicle-borne bomb around Sunday’s 10th anniversary of the Sept. 11 terrorist attacks. After U.S. officials received word of what they called a credible but unconfirmed threat to use a car bomb in New York or Washington, police and other law enforcement agents in the two cities stepped up checks of bridges, tunnels, airports, bus and rail terminals and other sites. In New York, police set up vehicle checkpoints, swept parking garages for bombs, towed illegally parked cars and posted officers with helmets, bulletproof vests and assault rifles at train and subway stations. In Washington, Police Chief Cathy L. Lanier put officers on 12-hour shifts indefinitely in accordance with a plan that Mayor Vincent C. Gray (D) said she has been working on for eight months. Loudoun County officials are exploring what would happen if they withdrew funding for the Metrorail extension to Dulles International Airport. The Board of Supervisors on Tuesday directed county staff to determine how Dulles Airport’s operations and the rail extension would be affected. A decision by the Metropolitan Washington Airports Authority last month to build an underground Metro station at Dulles has drawn widespread criticism from federal, state and local officials concerned about the rising cost of the second phase of the project.
