SANTIAGO, Chile — In Latin America’s most economically stable country , it was yet another protest. Thousands of students chanted slogans, banged drums and snarled traffic Thursday, as the media and political establishment intensely watched. And the center-right government of President Sebastián Piñera once more looked powerless to curtail the anger in the streets. The country, seen as a model of progress since dictator Augusto Pinochet’s iron grip slipped 21 years ago, continues to be buffeted by the most serious and sustained protests in a generation of democracy. That has raised an uncomfortable question: Why do so many Chileans — tens of thousands in the streets, millions more who say they support the protesters — believe that their country has failed to address widespread needs, beginning with an education system that even the government acknowledges has flaws. RININAHUE, Chile — Steaming rivers filled with hot ash, rocks, and rain threatened to overflow their banks in southern Chile on Friday and ash clouds from a volcano that began erupting nearly a week ago kept some airports closed across much of the southern part of the continent. In towns bordering the Cordon Caulle volcano, authorities warned that rivers were about to flood due to the large amounts of ash and volcanic rock that have fallen in them and heavy rains that have doused the area of southern Chile. SANTIAGO, Chile — The Puyehue volcano in southern Chile erupted Saturday, sending a huge plume of smoke and ash into the sky and prompting officials to evacuate about 600 people living nearby. There were no reports of injuries. Authorities had put the area around the volcano on alert Saturday morning after a flurry of earthquakes, and the eruption began in the afternoon. The National Emergency Office said it recorded an average of 230 tremors an hour. On the other side of the Andes in Argentina, heavy ash fell on the city of San Carlos de Bariloche.
