NEW YORK — After nearly two years of bickering, NBA players and owners are back on the same side. “We want to play basketball,” Commissioner David Stern said. Come Christmas Day, they should be. The sides reached a tentative agreement early Saturday to end the 149-day lockout and hope to begin the delayed season with a marquee tripleheader Dec. 25. With unsettling consequences awaiting them should they fail to reach an agreement, representatives for the NBA and players’ union met again on Thursday to salvage what remains of an already-shortened season. The two sides met for nearly 11 hours a day after a 12-hour negotiating session but were still unable to produce a settlement on a new collective bargaining agreement. NBA Commissioner David Stern spoke with the owners’ labor relations committee and presented a revised proposal that union President Derek Fisher and executive director Billy Hunter said they would have to take back to the player representatives from the 30 teams and review in the next few days. The IRS commissioner has warned Congress that plans to cut the tax collector’s budget would add to the nation’s budget deficit and seriously hurt customer service. Legislation proposed by Senate appropriations that would slice $525 million from the Internal Revenue Service , and a House bill that would reduce agency spending by $650 million “would lead to noticeable degradation of both service and enforcement and would have a serious detrimental impact on voluntary compliance for years to come,” Commissioner Douglas H. MADRID — Top European officials defended the health of the continent’s financial system Monday, trying to stem concerns that Europe’s slowing economy and high levels of government debt may cause some of its banks to fail. In separate statements European Central Bank President Jean-Claude Trichet and European Economic and Monetary Affairs Commissioner Olli Rehn said banks within the 17-nation euro currency zone have been steadily raising the amount of capital set aside as a cushion against losses and will not face the sort of cash crunch that helped trigger the recession in 2008. UNITED NATIONS — U.N. Secretary General Ban Ki-moon on Monday accused Syrian President Bashar al-Assad of failing to live up to his pledge to halt all security operations against protesters, saying the Syrian leader “has not kept his word.” Assad assured Ban in a telephone conversation Wednesday that all police and military operations had stopped. On Friday, Syria’s U.N. envoy, Bashar al-Jafari, repeated the assertion. But there has been no visible slowing of the crackdown. U.N. High Commissioner for Human Rights Navi Pillay said Monday that the steadily mounting death toll in Syria had topped 2,200 civilians, including 39 demonstrators killed since Assad made his pledge to the U.N. chief.
