		<description><![CDATA[ ON MAY 29, 2008, D.C. Council member Jim Graham (D-Ward 1) met with representatives of a District business who were pressing their bid for the city’s lottery contract. Allegations have emerged, most recently in a report by D.C. Inspector General Charles J. Willoughby, that the council member offered to drop his opposition to the group’s bid if one of its members would agree to withdraw from a separate real estate deal with Metro, on whose board Mr. Graham sat. 		<description><![CDATA[ BAGHDAD — The U.S. military on Friday handed over its last and most controversial prisoner to the Iraqi government ahead of the departure of the remaining few thousand U.S. troops, officials said. The prisoner, Ali Musa Daqduq, a senior member of the Lebanese Shiite Hezbollah movement, is suspected in the killings of five U.S. soldiers in 2007. He was transferred to Iraqi custody after the Obama administration “sought and received assurances that he will be tried for his crimes,” according to Tommy Vietor, spokesman for the National Security Council in Washington. 		<description><![CDATA[ World powers meeting at the U.N. nuclear agency have agreed on a draft resolution sharply criticizing Iran for its nuclear activities while stopping short of setting deadlines or recommending new sanctions, two Western diplomats familiar with the document said Thursday. The resolution, which is expected to win formal approval by the nuclear watchdog’s 35-nation governing board Friday, is a partial victory for Western powers seeking to strongly rebuke Iran for pursuing nuclear technology in defiance of U.N.
