Man killed in standoff had history of erratic behavior, neighbors say

A 55-year-old man who was fatally shot by D.C. police Tuesday after an hours-long standoff at his Northwest Washington home had a history of erratic behavior, his neighbors said. Jean E. Louis, who lived in the 1600 block of Irving Street, allegedly stabbed an officer in the arm with a sharpened screwdriver about 1:30 p.m. and then barricaded himself in his Mount Pleasant apartment as police tried to persuade him to surrender. Louis, a Haitian immigrant whose occasional ranting unnerved some neighbors, was shot to death about 5:30 p.m. by officers who said Louis lunged at them with screwdrivers as they tried to enter the apartment to arrest him. When Rory McIlroy touched down Tuesday night in Washington, with two days of preparation for the U.S. Open straight ahead, he hopped in a car, and headed to the freeway. And as he looked out into the evening, he considered something that wouldn’t have crossed his mind even 48 hours earlier: Man, he thought, this ride is smooth. “I’d been in a four-wheel-drive whatever-it-was for two days,” McIlroy said. “There’s no roads, no streetlights, no infrastructure at all. There’s nothing.” Monday morning, McIlroy flew to Port-au-Prince, Haiti, on a goodwill mission for UNICEF. Since returning, he has changed his Twitter profile picture from a photo of him, as a toddler with a golf club, to one of him, as a smiling young man holding a smiling Haitian child. Haitians’ temporary protected status in U.S. since quake to be extended 18 months

Haitians living in the United States under temporary protected status will be granted an 18-month extension of the program, the Department of Homeland Security announced Tuesday, allowing them to remain here through Jan. 22, 2013. The program, which gives temporary legal status to foreign nationals whose homelands are in crisis, was extended to Haitians after the Jan. 12, 2010, earthquake in their country. Those with proof of continuous residence in the United States since that date could apply to remain here legally for 18 months, regardless of their status when they applied. Read full article > >

UNITED NATIONS — A U.N. panel investigating the source of Haiti’s 2010 cholera outbreak has turned up circumstantial evidence suggesting that U.N. peacekeepers may have introduced a lethal strain of the disease into the Haitian population in the fall, triggering an epidemic that has so far killed more than 4,500 people and sickened another 300,000. But the panel stopped short of blaming the blue-helmeted forces for causing the cholera outbreak, saying that the elements contributing to the spread of the disease — including poor sanitation and a dysfunctional health care system — were so varied as to make it impossible to identify a specific culprit.
