ON MAY 29, 2008, D.C. Council member Jim Graham (D-Ward 1) met with representatives of a District business who were pressing their bid for the city’s lottery contract. Allegations have emerged, most recently in a report by D.C. Inspector General Charles J. Willoughby, that the council member offered to drop his opposition to the group’s bid if one of its members would agree to withdraw from a separate real estate deal with Metro, on whose board Mr. Graham sat. As this page reported Wednesday , Mr. Graham flatly denied that he ever made such an offer. Read full article > >

D.C. housing officials have routinely subsidized home purchases that low-income buyers could not afford, paving the way for foreclosures, liens and financial hardships. Nearly one in five buyers participating in the city’s 35-year-old loan program for first-time homeowners is behind on mortgage payments, city officials said — a default rate that’s at least three times higher than the overall rate in the region. Nearly 50 buyers have received notices of foreclosure in recent years, while more than 50 others have struggled with homeowner association or utility liens, The Washington Post has found. KABUL, Afghanistan — A man in an Afghan army uniform opened fire on a group of Americans at a base in the south of the country, killing a U.S. soldier and wounding another, an Afghan military spokesman said Monday. Spokesman Gen. Mohammad Zahir Azimi said the gunman was also killed in the shootout on Sunday. “Right now, an investigation is going on to determine whether he really was a soldier or someone using an army uniform. And if he was a soldier, what caused the shooting,” Azimi said. Read full article > >
