NEW YORK — A man who confessed to a string of New Year’s Day arson attacks at an Islamic cultural center and four other sites where he had personal grievances was arrested on a hate crime charge, police said. Ray Lazier Lengend, a 40-year-old of Guyanese descent, hurled crude firebombs at the Islamic center in part because he wasn’t allowed to use its bathrooms, a law enforcement official said. Tom Corbett (R) expressed confidence Sunday that state lawmakers would soon pass legislation requiring employees and other individuals to report allegations of such abuse directly to law enforcement officials, rather than merely pass them along to superiors at an institution. But a different one. In the District, the KGB Crew stands for Krazy Graf Brothers, according to a D.C. police official, who said police think the group is involved in “tagging” — painting graffiti on — buildings around the city. D.C. police found Bobby L. Jackson early in the morning of June 25, slumped over dead and unarmed in a lawn chair after being shot in the back at least seven times. Many more shell casings were scattered nearby. More than two months after the shooting, police have no strong suspects. Nobody in the neighborhood, a tightly packed hamlet of small homes, called 911 until almost an hour after the shots were fired, law enforcement sources say, hampering efforts to make quick arrests or gather leads. Since Rick Perry joined the presidential race this month, his campaign entourage has included not just the standard array of political advisers and aides, but a squad of Texas law enforcement agents. The security forces scout and secure locations days in advance. Well before the governor’s visit to Tommy’s Country Ham House in Greenville, S.C., the weekend of Aug. 20, more than a half-dozen suited and armed agents were giving orders to the crowd of more than 400. How much is this ever-present phalanx of state policemen costing the taxpayers of Texas? They won’t know at least until after next year’s presidential election, thanks to a provision, tucked into a school finance bill in July, that will keep the governor’s travel records sealed for 18 months.
