MOSCOW — North Korea is ready to resume international talks over its nuclear weapons program without “preconditions,” according to a Russian official describing the meeting Wednesday between North Korean leader Kim Jong Il and Russian President Dmitry Medvedev. Kim also told Medvedev that North Korea is willing to consider a moratorium on nuclear testing and production, said Natalya Timakova, a spokeswoman for the Russian president, who met with Russian news agency reporters after the meeting adjourned. SEOUL, South Korea — North Korea expelled all remaining South Korean workers Tuesday from a stalled joint tourism resort in the North, putting what was once a symbol of inter-Korean cooperation in danger of collapse. The two Koreas launched joint tours at the scenic Diamond Mountain in 1998 as part of reconciliation efforts. But the tours, which were a rare legitimate source of hard currency for the impoverished North, were suspended in 2008 after a North Korean guard fatally shot a South Korean tourist. TOKYO — In a rare foreign visit confirmed by Pyongyang’s state-run media, North Korean leader Kim Jong Il arrived Saturday via armored train in Russia, where he is to discuss economic projects and meet with President Dmitry Medvedev. A Kremlin statement described the meeting between the leaders as the “main event” during Kim’s trip to the Far East and Siberian regions. BEIJING — A U.S. government team flew to North Korea on Tuesday to assess food shortages, while its reclusive leader Kim Jong Il reportedly went to an eastern China city on a visit seemingly aimed at shoring up relations with the North’s crucial ally. The delegation led by U.S. special envoy for North Korean human rights issues, Robert King, departed Beijing for Pyongyang for a five-day visit to verify food supply surveys conducted by the United Nations and U.S.-based charities and see if there are ways to monitor aid distribution.
