BEIJING — A U.S. government team flew to North Korea on Tuesday to assess food shortages, while its reclusive leader Kim Jong Il reportedly went to an eastern China city on a visit seemingly aimed at shoring up relations with the North’s crucial ally. The delegation led by U.S. special envoy for North Korean human rights issues, Robert King, departed Beijing for Pyongyang for a five-day visit to verify food supply surveys conducted by the United Nations and U.S.-based charities and see if there are ways to monitor aid distribution.
