ARAB AND WESTERN governments plan to mount a major diplomatic offensive at the United Nations on Tuesday in the hope of breaking a deadlock in the Security Council on Syria. Nabil ­el-Araby, secretary general of the Arab League, will present a plan to end the swelling violence by calling for dictator Bashar al-Assad to step down and be replaced by a coalition government that would organize elections. Secretary of State Hillary Rodham Clinton and the foreign ministers of Britain and France will attend the meeting as a way of raising the pressure on Russia, which has been blocking action by the Security Council since the Syrian uprising began 10 months ago. CAIRO — Thousands of women, enraged by images of female protesters being dragged through the streets by soldiers during weekend protests, marched Tuesday in central Cairo to decry the Egyptian military’s recent use of force against demonstrators. The rare public outpouring by women, young and old, religious and secular, appeared to turn up the pressure on the country’s ruling military council. The generals, who had shown no remorse for the recent violence , quickly issued a statement Tuesday evening offering “sincerest apologies to the great women of Egypt for what happened” and promising that those responsible would be reprimanded. THE UNITED STATES has pretty much exhausted direct economic sanctions, and NATO has preemptively ruled out a Libya-type military intervention. So for now, at least, the besieged people of Syria must look for relief from their neighbors. It is a shaky bet: Iraq has inclined toward the dictatorship of Bashar al-Assad, while Turkey and the rest of the Arab League have been slow to condemn its slaughter of civilians and even slower to take action. Now, however, there is a prospect that both Ankara and the Arabs will turn up the pressure on Mr. Assad. TOKYO — Confronted with worse-than-expected damage at its battered nuclear plant, Tokyo Electric Power Co. on Tuesday revised its strategy for cooling Fukushima Daiichi’s reactors. However, the utility company reaffirmed its goal of stabilizing the facility — and ending the country’s nuclear crisis — within six to nine months. Tepco was forced to overhaul its road map after learning last week of a substantial meltdown in the unit 1 reactor at the Fukushima Daiichi plant, on Japan’s northeastern coast. Fuel pellets had collected at the bottom of the pressure vessel, burning small holes or cracks in the containment vessel that allowed coolant to leak out. Japanese authorities say they fear similar scenarios have occurred at units 2 and 3, though engineers have not entered those reactor buildings. Read full article > >

New data show greater-than-expected damage to 1 reactor at Japan’s nuke plant

TOKYO — One of the reactors at Japan’s crippled nuclear power plant has been damaged more severely than originally thought, officials said Thursday — a serious setback for efforts to stabilize the radiation-leaking complex. Repairs to monitoring equipment revealed the new data, which also showed that the water level in the core of Unit 1 at the Fukushima Dai-ichi plant is much lower than previously thought, leaving the portion of the fuel rods still intact fully exposed. Other fuel has slumped to the bottom of the pressure vessel and is thought to be covered in water. Read full article > >
