For months, a bitter debate engulfed Northern Virginia over where to build a new Metro station at Dulles International Airport, part of the second phase of a 23-mile rail line intended to stretch into Loudoun County . Two months after a decision to place the stop above ground and save hundreds of millions of dollars, there is still no definitive plan for paying for and building the project. Representatives from local jurisdictions, Virginia and the U.S. Transportation Department, plus top executives from the airports authority and Metro, are still trying to hammer out an agreement. In the years between the attacks of Sept. 11, 2001, and today, there have been many attempts to make art in response to the tragedy. The resulting works have been sentimental, overblown, angry, poetic, polemic, maudlin, mysterious, clumsy, subtle and beautiful. All of those qualities are on display at the Edison Place Gallery , where a showcase of work by 39 artists is marking this weekend’s anniversary. Part of the multi-site 9/11 Arts Project, “Ten Years After 9/11” is, unsurprisingly, an uneven show. It is also, at times, kind of wonderful. Read full article > >

Six birds found dead recently in Southern California’s Tehachapi Mountains were majestic golden eagles. But some bird watchers say that in an area where dozens of wind turbines slice the air they were also sitting ducks. The U.S. Fish and Wildlife Service is investigating to determine what killed the big raptors, and declined to divulge the conditions of the remains. But the likely cause of death is no mystery to wildlife biologists who say they were probably clipped by the blades of some of the 80 wind turbines at the three-year-old Pine Tree Wind Farm Project , operated by the Los Angeles Department of Water and Power. The State Department will remove a major roadblock to construction of a massive oil pipeline stretching from Canada to Texas when it releases its final environmental assessment of the project as soon as Friday, according to sources briefed on the process. The move is critical because it will affirm the agency’s earlier finding that the project will have “limited adverse environmental impacts” during construction and operation, according to sources familiar with the assessment who asked not to be identified because the decision has not been made public. Republican presidential candidate Mitt Romney is planning to nearly quadruple the size of his $12-million California beachfront manse. Romney, a former Massachusetts governor and nominal frontrunner for the GOP’s 2012 presidential nomination, is planning to bulldoze his 3,009-square-foot home facing the Pacific Ocean in La Jolla, Calif., and replace it with an 11,062-square-foot home, according to the San Diego Union-Tribune . The Union-Tribune reported late Saturday that Romney has filed an application with the city for a coastal development permit, but that no date has been set to consider the project. Washington’s new Martin Luther King Jr. Memorial , the first on the Mall honoring an African American, has been a quarter century and, so far, $114 million in the making. And Harry E. Johnson Sr ., who memorized King’s “I Have a Dream” speech as a school boy, is the man largely responsible for finding the money. Johnson, the chief executive of the foundation building the memorial, has helped pull in big money from the likes of Boeing, Ford, Coca Cola and Exxon Mobil. The logos of 89 companies and foundations are displayed on the project’s Web site, and million-dollar contributors will be listed on a donor wall. Read full article > >

Loudoun County officials are exploring what would happen if they withdrew funding for the Metrorail extension to Dulles International Airport. The Board of Supervisors on Tuesday directed county staff to determine how Dulles Airport’s operations and the rail extension would be affected. A decision by the Metropolitan Washington Airports Authority last month to build an underground Metro station at Dulles has drawn widespread criticism from federal, state and local officials concerned about the rising cost of the second phase of the project. Critics favor an aboveground location that would save $330 million. Read full article > >

The two best things about Trey McIntyre Project: the dancers’ easy facility with all kinds of rebounding, whip-snapping moves — the bigger the better — and the music. Not to be discounted are the satisfactions of an evening spent with early jazz from New Orleans’s Preservation Hall Jazz Band and the gentle rhythms and unsparing revelations of Roy Orbison. For most of the audience that filled Sidney Harman Hall on Friday night for McIntyre’s program, that combination was more than enough. There were rapturous ovations for every piece, and no wonder. McIntyre, the 6-foot-6 former ballet dancer and crackerjack choreographer of the popular song, seems to attract an ardent following wherever he goes — even when it’s far off the beaten path for an artist in the niche world of dance. In 2008, he moved his contemporary dance company to Boise, Idaho, which has proved to be a fertile home base for bustling seasons of national and international tours. Read full article > >

Officials building the Metrorail extension to Dulles International Airport are appealing a Fairfax County decision that they say would delay the first phase of the project by about eight months and cost up to $300,000 a day in penalties. The Metropolitan Washington Airports Authority , which is supervising the rail project, is seeking approval for the location of a control room to manage the switches and signals that would transfer trains from the Orange Line to the extension, commonly known as the Silver Line . On the hallowed ground where Thelma’s Ice Cream once stood in Great Falls, until it was suddenly demolished in 2007, a Baltimore company is proposing to build a 90-bed home for senior citizens, including those with various forms of dementia. This proposal moved smoothly and quietly through Fairfax County’s planning mechanisms, until some neighbors found out. And now the fight is on. On one side: the Great Falls Citizens Association, which has studied and supports the idea for the Brightview senior assisted living facility, on Colvin Run Road across from the Colvin Run School meeting house. It’s held meetings, met and worked with Brightview’s developer to design a Great Falls-friendly building and supported the project as it glided through the Fairfax government process.
