LONDON — Dissident Irish republican terrorists issued a bomb threat for central London, police said Monday, hours ahead of Queen Elizabeth II’s groundbreaking but sensitive visit to Ireland. Encouraged by the largely successful peace process in Northern Ireland, the queen will on Tuesday become the first British monarch to set foot in the Republic of Ireland, where troops and even ground-to-air missiles were being deployed amid tight security.
