TOKYO — A rumor that an explosion occurred at North Korea’s Yongbyon nuclear facility set off a brief panic Friday in the South Korean stock market, illustrating one of the ways in which Seoul is vulnerable to its neighbor. South Korean government officials found zero evidence that an explosion had actually occurred, and a visiting U.S. diplomat in Tokyo said he’d heard nothing to suggest the rumor was true. The House on Thursday voted to move forward on a bill that would prohibit federal funds from going toward any health care plan that covers abortion services, putting the chamber on track to pass its first major abortion-rights measure since May . The 248-to-173 vote — which saw 11 Democrats join all House Republicans present in voting “yes” with the remaining 173 Democrats voting “no” — came hours before South Korean President Lee Myung-bak was to address a joint meeting of Congress; a final vote on the measure is expected later Thursday evening.
