IN THE FALL of 2010, the Obama administration acknowledged a shocking truth: From 1946 through 1948, officials working in Guatemala for the U.S. Public Health Service conducted tests on some 5,100 unwitting individuals and deliberately infected at least 1,300 with sexually transmitted diseases. None of the victims — who included prisoners, soldiers, the mentally ill and commercial sex workers — consented to this barbaric treatment. The Federal Trade Commission sent refund checks last month to 75,000 people under a settlement with a Texas firm that allegedly charged them for an online list of work-at-home jobs but then often denied them access and refused to give back the fees. Under the agreement, the firm, Abili-Staff, faced a judgment of $3.6 million. But the bulk of that amount was suspended because the company’s owners could not pay it, court records show. NEW YORK — Work on a planned museum at the World Trade Center has ground to a halt because of a financial dispute, and there is now no possibility it will open on time next year, New York Mayor Michael Bloomberg said Thursday. The underground museum commemorating victims of the 9/11 attacks was scheduled to open in September on the 11th anniversary of the disaster, a year after the opening of a memorial at the site that has already drawn 1 million visitors.
