SEOUL — Japan on Tuesday relaxed its long-standing ban on the export of weapons and military equipment, a move that will boost ailing Japanese defense companies and create new opportunities for international projects. The change, coming after more than a year of government discussion, reflects concern that Japan has fallen behind in weapons development, with its major companies unable to mass-produce and sell their technology abroad. Egypt charge 2 Israelis, 1 Ukrainian with smuggling weapons; 1st case involving foreigners

CAIRO — Egypt’s state prosecutor on Monday charged two Israelis and a Ukrainian with smuggling weapons and trying to implicate Egyptian security, the first case of its kind against foreigners since longtime President Hosni Mubarak was ousted in February. A statement from the prosecutor’s office said the three would be tried in an emergency state security court, usually reserved for terrorism cases. No date for the trial has been set. Ashely, 22, purchased the .40-caliber semiautomatic weapon used to gun down officer Derick Crouse in January from a licensed Virginia gun dealer, state police investigators said in a statement.
