MOSCOW — Russia’s plunging stock market and suddenly crumbling ruble provided an unexpected backdrop to the much-anticipated ruling party congress that kicked off here Friday. The meeting of United Russia, which stands virtually no chance of losing December’s parliamentary elections, has been the object of a great deal of speculation as to whether Prime Minister Vladimir Putin will announce a decision to reclaim the presidency from his protégé, Dmitry Medvedev. President Obama will announce a plan on Monday to tame the nation’s rocketing federal debt that will draw a sharp contrast with the Republican vision and amount more to an opening play in the fall’s debate over the economy than another attempt at finding common ground with the opposing party . The president will propose $1.5 trillion in new tax revenues as part of a plan to find more than $3 trillion in budget savings over a decade, according to senior administration officials. Combined with his call this month for almost $450 billion in new stimulus, the proposal represents a more populist approach to confronting the nation’s economic travails than the compromises he advocated earlier this summer. President Obama will announce in his prime-time address Wednesday that he will order home 10,000 U.S. troops from Afghanistan this year and another 23,000 by the end of September 2012, according to administration officials speaking on condition of anonymity to discuss the speech. The plan, charting the U.S. military’s exit from America’s longest war, outlines the withdrawal of the 33,000 forces that Obama ordered to Afghanistan at the end of 2009, after a months-long strategy review meant to find ways of salvaging a flagging war. Indiana Gov. Mitch Daniels continues to keep the political world waiting, saying recently that he will announce “within weeks” whether he will run for president in 2012. The Republican’s decision — which could come as soon as Thursday at the Indiana Republican Party ’s spring dinner, where his wife, Cheri , will be the keynote speaker — could have an impact well beyond just one man saying yes or no, however. The GOP presidential race has been defined by relative chaos — and weakness — among the field. Read full article > >
