SEOUL — North Korea’s “military-first” policy — in which the armed forces receive top priority in funding, planning and everything else — will continue under the untested leadership of Kim Jong Eun, according to statements in the state-controlled media. Kim was named the heir to power in North Korea by his father, the late Kim Jong Il , whose 17-year reign was defined by “ Songun, ” the policy that said building a strong military was the Stalinist nation’s first — and perhaps only — goal. Fund halts new grants for AIDS,TB and malaria treatment in poor countries

The Global Fund to Fight AIDS, Tuberculosis and Malaria , which underwrites AIDS treatment for about half the people getting it in developing countries, announced Wednesday that it will make no new grants for the next two years because of the worldwide economic downturn. The Geneva-based organization says it will continue to support about 400 AIDS treatment and prevention programs in more than 100 countries for now, but it will not pay for them to add patients or increase services. Mayor Jean Quan announced the conciliatory gesture Wednesday, hours after officers in riot gear clashed with and fired tear gas at demonstrators who had tried to re-establish the disbanded camp. National Public Radio’s Michele Norris will step away from her hosting duties as host of All Things Considered after her husband took a job with the Obama campaign. In a note posted on NPR’s web site (h/t PostPolitics producer Matt DeLong), Norris said that her husband, Broderick Johnson, will join the Obama team as a senior adviser.
